She means the chord is composed of the 1st, 5th and 8th tone of the scale from which it is build. Check out your major scale on the fretboard.

Basically that is the root note (1st), the fifth (5th) and the root note an octave higher (8th).
Normal major and minor chords are composed of the root, the 3rd (large or small) and the 5th. In these simplified power chords, the 3rd is omitted. This is common practice when using high distortion.
